Since the reform and opening up, C hina has a continuous and rapid development in economy and society. Since this century, the social structure, economic structure, and allocations are changing all the time, and the whole society has entered the critical period of transformation. People’s citizen consciousness has begun to awake and strengthen constantly. They strongly hope to enjoy fair social welfare and high quality of public service. Therefore, innovating the system of social management and increasing the number of public service and the quality are our government’s top priority. In this case, the way that the government purchases public services from social organizations, and public services are produced and provided by social organizations arises at the historic moment. Especially in recent years, the government purchasing from social organizations of public services involves many fields, such as community’s public health service, home-based care service, employment service, educating service, prevention of juvenile delinquency and many other areas. These present the trend of scale, regional, diversified, and gradually becomes the feasible path of the government improving the level of public services.This paper is based on the analysis of research status at home and abroad and elaborates the related theory of government purchasing public service performance evaluation and analyzes the characteristics of government purchasing public service performance evaluation. Therefore, the paper proposes the elements of the system, including the evaluation system, evaluation subject, evaluation standards and evaluation index. At the same time, this paper tries to take Shanghai in the purchase of public service performance evaluation as a case to carry on the thorough analysis, the existing problems are also found in a ffirming its positive significance, embodied in the following points: the lack of relevant laws and rules, single evaluation subject, evaluation content one-sided and lack of use of assessment results. Considering these, this paper puts forward the government purchasing public service performance evaluation system construction. Firstly we should perfect the system construction of government purchasing public service performance evaluation, the introduction of government purchasing public service performance evaluation of national advice and guidance measures. Secondly, we need to establish a diversified government purchase of public service performance evaluation, to strengthen the public in the assessment of the subject position and give full play to the role of the third party evaluation mechanism. Again, the evaluation process should pay attention to the unity of efficiency and benefit, it is necessary to pay attention to the evaluation of the efficiency, also need to pay attention to the evaluation of benefits. Finally, we should improve the assessment of government purchasing public service performance of the process, not only to strengthen the assessment of the purchase of public service, but also to strengthen the use of evaluation results of the government purchasing public service. But during the development of the government’s purchasing the public services, we also found that there are some problems, especially in the performance of evaluation in buying public services, lacking perfect evaluation system. Therefore, establishing and perfecting the scientific performance evaluation system is very important and significant for promoting our government’s purchase of public services.
