Study On Public Satisfaction Based Performance Evaluation Of Public Services In Development Zone

To provide public services is an important means in which the public functional department in the development zone meets the public's needs,makes up for the market law,effectively allocates social resources and maintains stability in the zone.At present,economic achievements in the development zone are evidently remarkable,but the social development falls behind by comparison,with public services demanding prompt solution and improvement.The quality and quantity of public services,supplied by the development zone,is a key factor of comprehensive competitiveness,The public services performance,in particular the performance in macroeconomic policies and resource allocation,determines the competitive advantages of the city or even the country.Therefore,To study the input and output,quantity and quality,effectiveness and value of public services in the development zone has strong reality and great necessity.This paper conducts research using literature,investigation and empirical methods.In view of public services situation and focus encountered in the growth of development zone and based on public satisfaction,a performance evaluation index system regarding public services in the development zone has been constructed by six evaluation fields including elementary education,medical health,infrastructure,ecological environment,social security and cultural undertakings as well as eighteen detailed evaluation indexes with a combination of regional features and actual situations in the development zone.It adheres to the measurement and evaluation methods which take public satisfaction as guidance,regard administration efficiency as standard and deem social benefit as yardstick,that is,advantages and disadvantages of public services performance can be evaluated according to the degree of services satisfying the public's actual requirements.Innovatively design gross input of the government based on government wish to be the weight of performance evaluation index of public services in development zone,Taking the Qinhuangdao development zone as an example,With the help of empirical investigation,Through collecting,summarizing and organizing the public's satisfactory data of the public services,It carries out an evaluation on performance of zone publicservice and analyze the key factors affecting public services performance,Put forward measures for the improvement of public services performance.Breakthrough from Qinhuangdao development zone,to reshape the public services image,to propel the performance and to enhance the core competitiveness of development zone.
