A Research About Community Governance In Urban Village From The Perspective Of Social Capital

The rapid development of urbanization has led to the emergence of a large number of urban villages. The existence of urban villages causes a lot of problems on society, economy, environment and so on, which has directly affected the urbanization process of our country. The effective community governance of urban villages plays an important part in harmonious community construction and benefits the further development of urban and rural integration and the realization of building a comprehensive well-off society.Social capital has an immediate impact on the community governance level of urban villages. Proper social capital is both the foundation of the community governance of urban villages and the important social resources for realizing an orderly and harmonious community development. This provides a unique perspective on studying community governance. Social capital theory stresses on trust, specification, network and identity which can effectively solve the problem on community governance of urban villages, such as unsound management system, ineffective grassroots self-government, strained relations between the cadres and the masses, insufficient participation of villagers and lack of public resources. It also promotes the urbanization transformation of urban villages so as to achieve coordinated development of urban and rural. Therefore, it is necessary for us to cultivate social capital in order to promote community governance and social harmony.Given all this, this thesis employs qualitative and quantitative analysis to study current situation, problems and reasons of community governance of urban villages from the perspective of social capital. The whole paper mainly conducts the following researches. Firstly, based on a literal review, this thesis analyzes the effect of social capital on community governance of urban villages theoretically. Secondly, after summarizing the formation and evolution process of urban villages, this thesis presents the current situation of and problems existing in the community governance of urban villages and analyzes the causes of these problems. Thirdly, this thesis analyzes the influence of social capital on the community governance of urban villages by conducting a case study of A community in Fuzhou city. Lastly, this thesis points out the development path of the community governance of urban villages and puts forward corresponding strategies and advices. The main conclusions of this thesis are as follows:(1)Social capital has significant influences on community governance. Especially, community trust is the basic support of mutual benefit and collaboration of community governance of urban villages. Community specification is the system safeguard of orderly governing of urban villages. Community network is the vital link of efficient operation of community governance of urban villages. Community identity is the inner power of community multi-governance.(2)The deficiency of social capital will arouse a series of problems on the community governance of urban villages. A lack of community trust and identity will lead to strained relations between the cadres and the masses, insufficient participation of villagers. The absence of community specification will result in unsound management system of community governance. The deficiency of community network will give rise to ineffective grassroots self-government, insufficient participation and lack of public resources.(3)According to the above empirical analysis of community A of Fuzhou City, it is found that social capital has positive and significant effect on the community governance of urban villages. On the other hand, social capital also has negative influence on community governance of urban villages. Thereinto, whether believe in village cadres, whether believe in neighbors, whether actually take part in the public community affairs and whether propagandize rules and regulations have positive influences on the community governance of urban villages. Whereas, whether know the organizations in the community and whether often communicate with neighbors have negative influences on the community governance of urban villages. Based on the above, according to enhance community trust, perfect community specification and construct community network will efficiently improve the situation of community governance of urban villages.
