Study On Community Construction And Development Of Xinglongyuan Community In Changqing Oilfield

The year of 2000, since The Ministry of Civil Affairs’Opinions on Promoting the Construction of Urban Community has been launched, the city community construction problems began to get more attention and has entered a rapid development stage. City-unit-type community as a special part of the urban community in our country, also cannot be ignored.In this paper, the author selected XingLong Yuan community of Changqing Oilfield Company as the sample of city community construction, according to the The Ministry of Civil Affairs’ Opinions on Promoting the Construction of Urban Community in the community construction there are six major aspects, respectively, community organizations, community services, community health, community culture, community environment, and the construction of community security situation. The author does the investigation and analysis about XingLong Yuan community of Changqing Oilfield Company as these six major aspects each. On the basis of the investigation, the main problems existing in the construction of community are analyzed.The author concluded the problems of XingLong Yuan community on their working of community construction,such as, community work institutions confused with unit of the administrative institutions; Lack of professionals in the community construction, from personnel of course of professional level is limited; Community work personnel salary difference leads to lower work enthusiasm; Community participation is limited, there is no community residents congress organization; Underpowered community organization, analyses the problems of the community volunteer organizations underpowered. Therefore by learning the advanced experiences of community construction of domestic and foreign. The advises of community construction development for this community is putting forward as clarify community management community management responsibilities of all parties concerned; Perfecting the community autonomy organization construction, and promote the community residents autonomy; Improve the quality of the community service personnel, promote the construction of community professional team; Subject consciousness fostering community residents, and promote the community residents, promoting community residents’ participation; Development community volunteer organizations, the introduction of nonprofit organizations, improving the quality of community service; To explore the community endowment patterns for community aging problem and so on.
