Street food vendors is in accelerating the pace of work in daily life because of its low price, and could buy conveniently.But there is no guarantee for its food and it is with a high risk of occurrence of mass borne diseases factor. Cause the food hygiene supervision and management is important and difficult, it is the basic public health services and affects the country’s economic development,political stability, social harmony, we need government attaches great importance to take effective measures to strengthen management. Currently, the research scholars of mobile vendors are almost pay attention to its order for the object, while ignoring the safety of the food they sold. In fact, those food that sold by mobile vendors are variety, could buy instantly without a license, due to the lack of sanitation facilities, difficult to manage,the food safety supervision is more urgent than those who have a fixed place relative to food business operators.After the "People’s Republic of China Food Safety Law" promulgated,under the Safety Act, the provincial and municipal governments take the responsibility of vendors and food safety regulation of small workshops. But municipalities and autonomous regions have issued a series of regulatory measures and multis-ectoral condominium management efforts resulted in a weak relatively. Existing regulatory model is segmented main varieties supervision supplemented by regulation and the existence of multi-sectoral joint supervision by species limitations, can not effectively control food safety risks,and its even can lead to a high probability of the food supply chain security risk problems easily.In this paper, author choose the mobile food vendors as the research object.By using literature surveys, comparative research methods, focusing on China’s current food regulatory model demonstration,find out that current food safety status of mobile vendors can not match the problem. Firstly, through analysis,the existing food safety regulatory model is not entirely suitable for mobile food vendors existing regulatory requirements. Secondly, to explore our existing food safety regulatory model for mobile vendors regulatory problems and why,presented the particularity of mobile vendors, the imperfect existing laws, weaklaw enforcement and other reasons make the regulatory body and the regulatory system are flawed. Thirdly, through the analysis of mobile vendors of food safety regulatory model analysis and research some developed countries, we should respect human rights induction, complete legal system, impose effective punishment mechanism. Finally, combined with national conditions and food security of our country, we could improve the legislation, law enforcement,social supervision three levels of food safety regulatory mechanism of the mobile vendors.The innovation of this paper is to set aside from the traditional "order" in the perspective of research on mobile vendors regulation, namely the government through comprehensive enforcement for urban management department of mobile vendors set location, operating hours, stall mode through the line regulation, but focus one food safety standpoint, reference and ratio of foreign regulatory systems, combined with the particularity of mobile vendors, raise its problems, then drawing on the experience of developed countries, to improve the registration system, find testing standards and other measures to explore the characteristics of an effective model for Chinese vendor’s food safety supervision, to provide a scientific basis for government decisions.
