Food vendors are connected to public life,it plays an important role in providing employment opportunities for low-income groups and inheriting urban culture.However,the food safety problems that accompany them are frequent and urban and environmental problems are prominent.,highlighting the inadequacy of the current regulatory regime for food vendors.According to Article 36 of the Food Safety Law of 2015,"Specific administrative measures for small food production and processing workshops and food vendors shall be formulated by provinces,autonomous regions,and municipalities directly under the Central Government." The supervision and management of food vendors is delegated to local legislation,but there is no uniform provision.As of May 2019,28 provinces(municipalities directly under the Central Government and autonomous regions)have successively promulgated relevant local legislation,but there are problems such as confusion in legislation and poor practicality.Therefore,through the study of the central and local supervision system of food vendors,the author analyzes the problems and reasons of food vendors,with reference to the relevant systems in Singapore and Taiwan,suggestions are made from the perspective of improving the legal system for the supervision of food vendors,harmonizing law enforcement agencies,and improving regulatory measures.We will improve the regulatory system for food vendors,ensure public food safety,and create a clean and beautiful urban environment.
