With the continuous development of economic society, all sectors are beginning toexpress their demands clearly by taking the action complied with their owncharacteristics. The multiple individuals take the same or even planned actions at thesame time and the same platform, as an expression of their demands, which has acommon goal to fight these common interest groups, this behavior is the collectiveaction. Since the mid-1990s, with the reform and opening up, grassroots democracyconstruction and the gradual development and deepening of political and economicdevelopment, the social and economic structure of Chinese society is transformingrapidly, accompanied with an emerging of new social identity and social identitygroups, the various collective actions of social actors are coming again. Specifically,whether it is collective protests based on a small acquaintance communityorganization, or emergencies of larger and geographic area, have occurred throughoutthe country. Regardless of what the cause is for such action, in reality, it is a kind ofcrisis for local government in the present society with media developing. In suchadverse circumstances, local governments, especially the grassroots local government,for it, how to conduct public relations crisis is directly related to the credibility of theGovernment, future work carrying out and social stability. This paper focuses onanalyzing crisis PR measures taken by local government in collective action,according to the analysis of local government crisis PR, obtained the existingproblems of the local government in crisis PR, and presented constructionrecommendations for our local government crisis PR capacity.This article includes four sections in all. The first part is an introduction, whichmainly introduces the research background of the paper, research methods used,spread out the research ideas and literature review in the aspects of collective actionand Crisis PR. The second part is about the theoretical analysis of collective actionand crisis public relations, mainly presents the Elinor Ostrom’s theory of collectiveaction, public choice theory analysis of "vote with their feet", carry out theoreticalanalysis and structural theoretical analysis for the generation of collective action; Onthe theoretical analysis of the crisis public relations, it mainly introduces the conceptof crisis management and crisis communications, crisis public relations principles andthe introduction of local crisis management capability system and core competence core competence theory initially. The third part analyzes the existing situation of localgovernment crisis PR capacity in collective action. Combine the typical case anddescribe the classification, incentives and characteristics of collective action, andanalyzes the general performance of local government crisis PR. The fourth part Thefifth part is mainly on the building proposal of the ability of local government crisisPR system, hoping to provide some basic reference to the local government crisis PRability.
