A Study On The Relationship Between Grassroots Government And Public Trust And The Measures To Improve

With the current economic system gradually perfected, the reform of the political system isalso increasingly subject to extensive public attention, especially as a key factor to build aservice-oriented government——the construction of relationship between government andpublic trust which is a major focus of the reform, has already become an important condition ofmeasuring the success or failue of government reform. Actually the reflection of the trustrelationship between the government and the public is a public recognition of the extent of thegovernment, an important support for social benign operation,a core of establishing social creditsystem. In the background of current worlds exist different levels of lack of governmentcredibility, some of our local government, also exist the risk of losing the trust of people andweakening the public trust relation in the governance process, the government credibilityreinventing has become a major issue that facing all countries. This article is based on the surveyanalysis “The questionnaire of Zoucheng government credibility status quo”, reached aconclusion of the weakening relationship between local government and the public trust, toexplore the underlying causes of the weakening of government credibility from the governmentitself, the social times and the historical and cultural point of view, to provide the policy basis forimproving the public trust of the local government.The text is divided into four parts:The first part of this paper defines the basic connotation of the relationship between thegovernment and the public trust, introduced the concept of the government credibility, elaboratedthe modern theoretical basis,expounded the modern theoretical basis of the governmentcredibility, and its evaluation criteria.The second part of this paper is based on the evaluation criteria for the the governmentcredibility, design and production of grass-roots government credibility status questionnaire.Through the questionnaire survey conducted in zoucheng, for example, and the various parts ofthe questionnaire scores are one by one analysis, it is concluded that local government and thepublic’s trust relationship weaken the conclusion, puts forward the necessity of enhancinggrass-roots government credibility.The third part of this paper is analized the problems of the current grass-roots credibilityconstruction, starting from perspective of the government itself, public awareness, historical andcultural and related systems, to have a deep-level excavation, identify the source of the weaknessof grass-roots government credibility. The forth part of this paper is in view of being problems, proposed specific measures toimprove the our grass-roots government credibility from the innovation of social management,improving the professional level, and improveing the institutional mechanisms.
