Government Performance Management (GPM) is a significant aspect in administration which is important promotion in advancing government performance proficiency, reducing cost, speeding administrative system reform, building public-satisfied government and upgrading overall governance. In recent years with the deepening of administrative system reform and further development in government performance management, academic circle has gradually enhanced the study in the GPM with further rich fulfillment. It has become a fundamental way to for government to establish and improve a real GPM system in promoting administrative effectiveness and governance.Much accomplishment and numerous practices have been made by ethics research in GPM following a large number of introductions in foreign philosophy and mature management skills, which provides a strong base for theory and practices. Many problems, however, still exist in the lower procedures and regularization of the GPM, namely scientificity-lacked in assessment gear and backward management chains. There is little study on GPM system in elementary government, and instead, research is mainly focused upon city level. The elementary government is at the end of administrative system and implements main part of mission. The GPM results will gradually place impacts on upper government. Taking system research as key, this article is centered around looking for problems and causes in GPM system at elementary government and putting forward relevant tactics, which will offer theoretical foundation for perfecting GPM system, scientificity and regularization.This article starts from background introduction to selecting topics, significance, status quo, research methodology and scope. It further elaborates basic theory and relevant concepts in lower government performance management. Also it analyzes significance and raises new mindset in establishing the GPM system. Meanwhile, the important features of GPM system and problems in theory and practices are further analyzed. And causes of problems in lower GPM system are dissected in terms of system philosophy so as to clarify the impacts on GPM system in legal support, performance culture, bureaucracy and information disclosure. Lastly, measures are made for perfecting lower GPM system and optimizing system circumstances in5importance aspects concerning system philosophy and cultural cultivation, which is fundamental in strengthening China’s lower GPM, upgrading the performance proficiency, promoting the governance and building a public-satisfied government.
