| Government performance management is an important content and effective means to deepen the reform of the administrative management system and promote the modernization of the national governance system and governance capabilities.Implementing performance management can play a good role in improving government efficiency,transforming cadre style,improving public service level and public satisfaction.In recent years,government performance management has been continuously promoted and applied in China,and local governments have explored unique new models of government performance management based on local realities.Yulin City of Guangxi has been exploring and implementing government performance management since 2009,and has achieved good results.However,there are still some problems in the implementation process of performance management by Yulin Municipal Government.By adopting methods such as comparative analysis,field research and questionnaire research,and using the theory of objective management and the balanced scorecard theory as guidance,this paper summarizes the process and main practices of performance management in Yulin City government,and proposes the problems in Yulin City government performance management.For example,the indicator system and evaluation methods are not scientific enough,the overall integration of performance management is insufficient,the laws and regulations on performance management are incomplete,and the degree of informatization in performance management is not high.According to the analysis,the main reasons are the lack of public participation and third-party evaluation in policy formulation,the imperfect top-level design,the weak foundation of the construction of the performance legal system,the information silo and the difficulty in breaking the information barrier.At the same time,several mature models in performance management in China and practices in countries such as the UK and the United States were analyzed and compared.Based on the experience of local government performance management at home and abroad,suggestions for innovative government performance management strategies were proposed.This can be achieved by promoting scientific evaluation system innovation,systematic mechanism innovation,and information technology innovation in performance management,and continuously improving the level of performance management.The research on performance management theory in China started relatively late and lags behind the needs of practice.The research on establishing a scientific and standardized performance management system and mechanism is not deep enough,and a mature performance management theory system with Chinese characteristics that is based on China’s national conditions has not yet been constructed,and can be used to guide performance management practices in various regions.The performance management practices of Yulin Municipal Government in Guangxi have certain typicality and representativeness.Through in-depth research on Yulin Municipal Government performance management,it will provide a theoretical reference for local government performance management in China. |
