Study On The Performance Management System Of City Taizhou

Government performance management means the management of the overall government activities.Unified standards,strict evaluation procedures,and scientific evaluation indicators will be used to manage the performance of the government.All these constitute the government performance management system.In short,the GPM system generally consists of four aspects—performance planning,performance execution,performance evaluation and performance feedback.In recent years,China’s social development has entered a new era and made remarkable achievements,which also cause higher requirements for the GPM system.In reference to the relevant theories and practical experience in the domestic and overseas,the GPM system of municipal government is taken as the research topic of this paper.Through questionnaires and in-depth interviews,the author found some issues in the GPM system.Then the author analyzes the causes of the problems,and puts forward the optimization suggestions.The concept of service-oriented government is evident in every part of this article.The author finds that complete performance plan,effective execution supervision,scientific performance evaluation and reasonable performance feedback are the basis of the GPM system to play its role.Since the evaluation indicators are particularly important in the GPM system,the author also focuses on the SMART principles and the Analytic Hierarchy Process,which made an significant supplement to the GPM system.
