As acommon type of the community, the city fringe area has huge development potential and broadprospects. This kind of community is located in the urban fringe area with the structrure andcharacteristics between the urban and the rural areas, and it is kind of social life communityformed by the farmers, local residents and floating population. These important reports and decisions provide policy basis anddevelopment direction and set off a new unprecedented new thinking in terms of objectives,approaches, and ultimately, aiming to improve the community,.The paper has analyzed the manifestations and causes of problems such as Lack ofgovernment management of dislocation, lack of motivation within the community source,community-building services lag in the city fringe area, based on the understanding of the Homeand Abroad Governance.At first the general situation of governance is analyzed, then the paperanalyzes the development status of Heze City community and summerizes the success ofcommunity govern scheme of three typically street offices. The paper also summerizes theexperience advanced domestic governance model. Occuring to the status of political, economicand social development in Heze, the diversification of governance including the government-led,resident autonomy, NGO involvement is proposed.
