Research On Illegal Operation Vehicle Control In Heze City

Along with high speed of our country economy development, the urbanization acceleratesgradually,the urban traffic develops quickly,but it still can’t meet the travel needs of the public.The number of illegal operation vehicle has the trend of increase. This prominent problem hasdamaged the good image of our city and affected the healthy development of urban traffic,causing huge loss to national tax and fee income, and making serous harm to the life andproperty safety of the public.The number of illegal operation vehicle is increasing in Heze, which disrupted the normalorder of the public transportation market severely, threaten social security and stability. Hezegovernment has governed the illegal operation vehicle centrally, which obtained the certaineffect, but still cannot resolve this problem radically. This paper, by using literature method,interview method, theoretical analysis method, researched the present situation of management,existing problems and reasons of the Heze illegal operation vehicle. And the paper also used forreference the experience of Shanghai, the United States and other governance at home andabroad. Based on this, it puts forward the control countermeasures according to the actualsituation of Heze. The results can provide beneficial theoretical support to the government toresolve the problem of the illegal operation vehicle, and also can give reference significance toother similar medium-sized cities in domestic to some degree.Illegal operation of vehicles governance problems in Heze City, including governance lawis difficult, public support is difficult, hard and difficult to maintain vehicle handling long-termtreatment. The main reason is the governance system is imperfect, underdeveloped publictransportation, shortage of resources and management oversight system is incomplete. To solvethese problems, this paper draws on the experience of governance Shanghai, Beijing, Hong Kong,the United States and India, proposed countermeasures from five aspects, namely improvingrelevant policies and regulations; the second is to develop public transport; the third is to playthird-party oversight effects; four taxi management reform; five is to improve the social securitysystem. Governance illegal operation of vehicles is a long-term task, requiring long-termadherence to government departments, transport operators can do to maintain market order,protect life and property safety and travel needs of the people.
