A Study On The Institutionalized Political Participation Of Contemporary Chinese Farmers

China is a large agricultural country with a large number of farmers andinstitutionalized political participation of farmers affects the entire political process ofdemocratization. It can contribute to the socialist political civilization construction,maintain China’s political stability and solve the problems in "Three Agriculture". Italso plays the role of a booster in comprehensively deepening the system reform andrealizing the great Chinese rejuvenation under the background of the "China dream".Based on Marxist political participation thoughts and the Party Central Committeealways adhering to the implementation of socialist democracy theory as the guidance,this passage uses multi-disciplinary knowledge such as politics, sociology and analyzea series of problems about contemporary Chinese farmers’ institutionalized politicalparticipation.Starting from the research status of political participation, the paper summarizesthe relevant institutional political participation of farmers at home and abroad,further clarifies the direction of this study and determines the research objectives. Onthis basis, the institutionalization of political participation of the farmers relatedconcepts: the "peasants" political participation, political participation and defining thefarmers institutionalized political participation, analysis of institutional politicalparticipation of farmers, these provide strong theoretical support for follow-up studyin the article. Regarding the history of the institutionalization of political participationof Chinese farmers as the breakthrough point, the paper analyzes the current situationof farmers’ institutionalized political participation in contemporary China and theachievements and problems coexist. After sixty years’ development, the exciting partof the present situation in farmers’ institutionalized political participation is that thefarmers of the institutionalization of political participation consciousness is moreactive, participation ways are legally various and participation tools are modernizedand rationalized. Problems involves that the organization degree of the main body is low, the self-potency feeling is weak, imbalance in the process of politicalparticipation is obvious, and political apathy and non-institutionalized politicalparticipation problems are apparent. This is bound to affect the quality of the farmers’institutionalized political participation. After in-depth digging, the causes of theseproblems concluded are: the limit of levels of knowledge and attitude of theparticipation main body, the influence of the rural weak economic foundation,insufficient legal system specification, the grassroots government irregularities andpolitical opaque double block and the negative interference of traditional politicalculture. By the full proof of the above questions, the author analyzes Xiajin countyfarmers institutionalized political participation and practice exploration survey datascientifically. One is the practice of condition of the main body participation:including political cognition of main body, political participation attitude and politicalparticipation behavior, the main body of the future expectations. The second is apractice of villager autonomy process: including the election of farmers, participationof farmers in village decision-making and management and farmers to participate inthe supervision. Farmers’ institutionalized political participation in Xiajin county alsoconfirms the severity of the problem. It is imperative to find highly targeted solutions.The Paper respectively constructs the farmers institutionalized political participationsystem from six aspects: cultivating comprehensive participation main body andimproving the association of farmers; developing rural economy and providing thematerial basis for the farmers’ political participation; improving laws and regulationsto guarantee the farmers’ scientific institutionalization of political participation;improving the system of farmers’ political participation system; specifying grass-rootsgovernment behavior; building actively participated in the culture environment and soon. This is universally significant to solve the problems which exits in the process offarmers’institutionalized political participation in contemporary China.
