Research On The Performance Management Of Local Government In The Construction Of Small Rural Water Conservancy Project

In recent years, most of the central files No.1with agriculture as the theme, the rural water conservancy as a key way to solve the problem of "agriculture, rural areas and farmers", also make a lot of request in files. Especially in2011, the central file No.1water conservancy as a theme, increasingly highlight the importance of the rural water conservancy and the urgency of the development of the rural water conservancy.As the state of rural water conservancy investment increased significantly in recent years, the project construction of the rural water conservancy will be invested increasingly. The total input of the rural water conservancy capital in Xi’an city has increased by the tens of millions to nearly300million in a few short years. Money quantity increases rapidly, the construction tasks of the rural water conservancy project and the quantity of project put into operation have been increased, the tasks of the rural water conservancy are also increasing, the old performance appraisal system of the rural water conservancy hasn’t been seriously adapt to the development requirements. How to achieve the efficiency of the rural water conservancy work and improve the efficiency of the rural water conservancy management has become a big problem of the rural water conservancy administrative department.This article attempts to find the problems and shortcomings through to the description and analysis of the rural water conservancy administrative pattern in X city, rebuild the management evaluation system of the rural water conservancy, making the rural water conservancy management efficiency and sustainable operation, implementing the new system and mechanism of the rural water conservancy.In this article, the first chapter is the introduction part, mainly generalizes and describes the present state of performance management at home and abroad. The main solving problems、main methods and key points will be described for details in this article.The second chapter is mainly about the meaning of performance management, government performance management, the key performance indicators,360-degree performance evaluation and the assessment methods of other modern performance management and the definition of the rural water content given in this paper.The third chapter is mainly described about the current situation of the performance evaluation related factors in xi’an, including natural environment, the department working process, and the basic flow of the project construction, the content and mode of the construction content, etc., through the description, laying a foundation for performance evaluation of the construction in the next step.The fourth chapter is mainly about the evaluation system of the rural water conservancy construction, which is an important part of this article, including the current formed construction process, funds management, operation and the personnel management, and so on, through the combing, finding the problems and flaws arising from the performance evaluation of the water conservancy, providing the basis for the further correction and support.The fifth part is the problems found in the fourth part, rebuilding the performance evaluation system, applying the key performance review,360-degree performance appraisal of the new performance appraisal methods to the actual, through the performance evaluation result fairness and responsive to correction, the key indicators to construct, update, and innovation, perfecting the existing performance evaluation indicators and improving the efficiency of the performance evaluation of the results.
