Research On Government Responsibility In The Construction Of Enterprise Credit System Under Market Economy

In recent years, with the further development of reform and opening up and socialist marketeconomy, our country enterprise credit system construction has the significant progress, but thepresent situation in the construction of enterprise credit still can not adapt to their owndevelopment and the requirement of market economy system reform, the phenomenon of lack ofenterprise credit, has seriously restricted the healthy development of our social economy. Inaddition, with the further deepening of China’s economic system reform, China’s economicsystem is highly associated to the global economy, enterprises as the main undertaker of creditrisk, the face of the fierce international competition, the development environment is more andmore serious. Therefore, it is imperative to strengthen domestic enterprise credit systemconstruction.The construction of enterprise credit system is a huge systematic project, involving legal,moral, economic, behavior and other aspects, need to participate in the joint enterprise,government and all sectors of society and support. At present, the construction of enterprisecredit system in China is still in the initial stage, credit information platform construction, creditdata collection, credit evaluation standards, credit behavior supervision of each link, all needs thegovernment to play a guidance, coordination and service functions. Therefore, to determine thegovernment in promoting the construction of enterprise credit system of responsibility isparticularly important.This paper first introduces the related concepts and theories of enterprise credit systemconstruction, raises the credit, enterprise credit, enterprise credit system construction meaning,classification and responsibility of the government, at the same time, the performance of the lackof enterprise credit, enterprise credit system construction of the model, the government shall bearthe responsibility in the enterprise credit system construction were summarized, and theservice-oriented government theory and social contract theory, for the purpose of study to lay thetheoretical foundation of the government responsibility. On this basis, this paper applies themethod of combining qualitative analysis and quantitative analysis, the paper analyzes thecurrent situation of dongying city estuary enterprise credit system construction and the existingproblems, and to the problem of lack of government responsibility in the construction ofenterprise credit system are analyzed in this paper.Finally, this article focuses on the problem of lack of government responsibility in the construction of credit system, accordingly puts forward the responsibility of the government inthe construction of credit system in the enterprise raise countermeasures, in order to betterperformance of the government responsibility, can promote the enterprise credit and the wholesocial credit system construction and perfect.
