"People-oriented" is the Chinese government’s important ruling idea, is the concentratedreflection of Scientific Outlook on Development. From the beginning of2003, the Third PlenarySession of the eleven Communist Party of Chinese, always adhere to the important thought of"people-oriented", deepen the reform of political system. Since the reform and opening up,taking economic construction as the center to drive the city changes a process to accelerate,people’s living standards improve, which makes the high quality the city living environment is anurgent requirement, emerge as the times require law enforcement of city management. In1997,Beijing city has emerged the first city management departments of urban management and lawenforcement, the exercise of the power of relatively concentrated administrative punishment,reduce multiple law enforcement, avoids the waste of administrative resources, made outstandingcontributions to the city environmental quality improvement of people’s living. However, urbanmanagement and law enforcement system is not perfect, the work object particularity "becongenitally deficient" limits the development of the urban management department, with themedia since the advent of information age, the urban management law enforcement disputes,violent conflicts continue, frequent against the concept of "people-oriented" phenomenon, makethe city tube department once again stand on the in the teeth of the storm.This paper aims to study the people-oriented concept, deepening the analysis againstpeople-oriented thoughts exist in city administration and law enforcement in urban managementand law enforcement problems, combined with its own line of work experience, analysis of thecauses of city management law enforcement does not adhere to the people-oriented concept andsuggested countermeasures.The first part is the introduction, introduces the research background, researchsignificance, research ideas and research methods.The second part of the paper emphasizes the importance of the urban managementenforcement in China adhere to the people-oriented, the concept of urban management and urbanmanagement law enforcement concept, expounds the ideas of people-oriented concept. Andanalyzes the complementary relationship of urban management law enforcement and people-oriented concept, discusses the importance and necessity of China’s urban management lawenforcement to adhere to the people-oriented idea.The third part of the paper on the current China’s urban management law enforcementagainst the idea of "human-oriented" status are discussed in this paper, although at this stage of China’s urban management law enforcement people-oriented philosophy graduallyimplementation and enforcement of the law gradually transformed or worthy of praise, butpeople-oriented idea has not fully cross penetration, resulting in law enforcement of thecontroversial, and violent conflict in urban management and law enforcement continuously iscontrary to the people-oriented concept is important performance. First, it must be in urban managementand law enforcement internal deepen the people-oriented concept, to ensure the maintenance ofthe interests of the masses of the people; secondly, to enhance the quality of the law enforcementbodies, including lifting barriers to entry, improve service quality, perfect appraisal mechanismand the ranks of the security mechanism such as; third, to promote public participation, andstrengthen public supervision; the fourth to pay attention to the interests of vulnerable groups inthe object of law enforcement; the fifth, we must improve the law enforcement of the legalsystem construction, from basic stroke along the urban management and law enforcement system;finally, to improve the law enforcement details, including in specific law enforcement processchange concept of law enforcement and standardize the procedure of law enforcement.
