A Study On The Functions Of Local Governments In The Construction Of Municipal Infrastructure In China

Urbanization has become an inevitable development trend in the current world’s economic social, but also has become the primary content of China’s socialist modernization. After30years of reform and opening up, China has experienced the largest shift from rural to urban in the history of the world economy and the fastest speed of urbanization. The growth accelerated urbanization put forward higher requirements for healthy development of urbanization and construction of rational urban system. Increasing investment in municipal infrastructure and improving the environment and people’s livelihood has become the focus of urban construction. Government functions plays a vital role in the construction of infrastructure, but the city government in our country generally exhibit different degrees of "offside","absence" and "dislocation" phenomenon in the municipal infrastructure construction process. Based on this, this article carried out research about government how to play better functions in municipal infrastructure as an example of Xi’an Qujiang New District.Based on a detailed review of relevant research on the municipal infrastructure, this article conducted in-depth investigation and analysis about the status of Qujiang New District Management Committee for municipal infrastructure work, and found Qujiang New District Management Committee showed some outstanding issues in municipal infrastructure construction, such as low efficiency of the municipal infrastructure planning, single investment and financing mode, lack of supervision in municipal infrastructure construction coordination is difficult, etc. Then analyzed the causes of these problems, including the functions and responsibilities of government departments is unclear, inadequate laws and regulations, market mechanisms imperfect. On this basis, the paper combined with the actual situation of Qujiang New District, made some improvement strategies for the government to play functions in Qujiang infrastructure construction from four aspects that sound municipal infrastructure planning mechanisms, regulate municipal infrastructure investment and financing service system, strengthen municipal infrastructure management mechanism and improve municipal infrastructure protection mechanisms.This study has an important role on improving Qujiang municipal infrastructure construction and management, giving full play to the functions of government regulation, and promoting the further development of urbanization and this study has a good practical significance. Meanwhile, some methods and measures this study proposed to promoting the government functioning in municipal infrastructure also has some reference and reference value for the improvement and upgrading of the government’s actual work.
