Poverty is not only a common economic issue during the development of human society, but also a general social problem influenced by complex factors. In other words, regional poverty is formed by a variety of economic, natural, and cultural factors. Thus, different results of poverty characteristics will directly affect the formulation and implementation of poverty policies.Thus, the reasonable strategy from different conditions is very important. To study the characteristics of rural poverty, to analyze the main factors which agricultural development is faced with, to further Ilore how to improve the accuracy of the policy, natural resources, infrastructures as well as regional differences in socio-economic conditions of the whole anti-poverty system must be used. Current poverty research based on the national level or provincial level often over looked individual characteristics of specific nature, economy, society and culture in the region. Therefore, it is very important for making effective poverty allevation and development policies and consolidate them using micro data.It will produce a very positive impact to improve the living standards of rural residents and to achieve common wealthy.In order to research the current poverty situation from Yunnan special poverty areas, firstly, we use Ionential methods to quantitatively analyze it. It is found that there are significant differences among areas; Meanwhile, we build a comprehensive index system based on economic、 education social security and other aspects. The cluster analysis and correspondence analysis show the cause of rural poverty in Yunnan Area; Secondly, using the fixed effects and mixed-effects model from panel data analysis methods, we establish a consumption function model, which show that there are significant differences among the poverty characteristics.The consumption model also could predict future poverty rates. The whole study results show that poverty in Yunnan Area is obvious different. It is necessary to make different pro-poor policies and development strategies. Finally, we propose some good advice based on the above analysis.
