Meanwhile, does the development of criminal police incentive mechanism is suitable for the needs of social development and the individual demands, are directly related to the spiritual characteristics of police team and also the effective of the public security bureau fight against crime. Nonetheless, the development of police incentive mechanism is still under the influence of economic development level, historical background and geographic advantage.At present, China has entered a new stage of the deepen all-round reform, extending contradictions among the people and pluralism interests demand, crime cases remains a huge number. Below new period setting, the work pressures of Yunnan crime investigation police team is sharp increasing, they are facing high risking and strength work, its harmful for their mentally and physically, problems of Job burnout, unstable specialty thought, the outflow of talents increasingly come out.Due to its location, Yunnan is a pivotal gateway to Southeast Asia and South Asia, high inter-provincial and transnational criminal cases increases along with development of economy, and the problems of Yunnan police facing are the tasks is more arduous and complicated than interior and developed provinces, whereas the current incentive system cannot adapt the developing of Yunnan police work.Therefore, in the new era of the development of Yunnan police, how to explore a new incentive system will be of great important in promoting the developing of Yunnan police criminal investigation work, in the meantime, this will be helpful for other provinces in the future research in this field. This paper discusses and analysis the modern public management theory and empirical Study, comparative study, systematically combs the course of the development of the incentive mechanism of Yunnan police, and by analyzing the present incentive mechanism of Yunnan police, look into the virtues and errors of the system in place, attempt on the development and improve of the current incentive mechanism, meanwhile, proposes the next development plan and implementation of incentive mechanism strategies, safeguards recommendations.This thesis has five parts.
