In the nineteen major reports of the Communist Party of China,general secretary Xi Jinping put forward that socialism with Chinese characteristics has entered a new era.The land tax department is an important economic management department of the country,and the basic tax department at the grass-roots level plays a key role in promoting the development of local social and economic development.According to incomplete statistics,more than 70% of the whole land tax cadres work at the grass-roots level.The work task of the grass-roots level tax department is heavy and the pressure of law enforcement is great.The foothold of the implementation of tax laws,regulations and policies is at the grass-roots level.The front line of tax revenue tasks and collection management is also at the grass-roots level,and the local tax departments at the grass-roots level have also become an important position for the construction of local tax cadres.At present,the social and economic situation has undergone profound changes.All aspects of the local tax cadres' thoughts,behaviors,including treatment have been impacted by all aspects.But for a long time,the level of human resources management of the local tax department,especially the grass-roots Department of land tax has not been significantly improved,and the incentive mechanism has not changed significantly.The current incentive mechanism of civil servants did not fully take into account the local tax departments of large workload,a small degree of freedom,autonomy,law enforcement risk,affect the occupation development channel narrower than other government departments and other negative factors,has been unable to with the actual situation of local tax departments to match the local tax departments of civil servants working enthusiasm is not high,the prominent phenomenon of burnout.Compared with western countries,the research on the incentive mechanism of civil servants in China started late,the domestic scholars research focus on motivation theory mainly focus on enterprise workers and management personnel.The research on the incentive mechanism of civil servants for specific systems is less and less systematic.Starting from the working characteristics of the local tax department and the human resource status and actual needs of the civil servants in the local tax department,by the author of the X District Local Taxation Bureau as an example,through theanalysis of the status of human resources and the local cadres exchange form,summarizes the main contents of the current incentive mechanism of local tax departments of civil servants,and put forward the spirit of incentive,lack of scientific evaluation mechanism in four aspects of the outstanding problems of the one-sided emphasis on the operation of incentive the mechanism of local tax departments in the civil service.Combined with the reality,the causes of the problem are analyzed.The three countries of the United States,Japan and Vietnam were selected,their characteristics and advantages were summarized,and the experiences and inspirations that our country could learn from promoting the incentive mechanism of local civil servants in the local tax departments were summarized.On the basis of the above analysis and analysis,from the four aspects of assessment mechanism,salary mechanism,training mechanism and promotion mechanism,Put forward some suggestions for improvement.
