With the thorough abandonment of the China' s 50-year monopolized "Restraint of Foreign Trade" Policy, total value of China's import and export has reached the 1, 000 billion USD-gate in 2004 and built it into the 3rd largest trade entity in the world. However, after the congratulation applause and chaos, thousands of the domestic medium or small sized foreign trade enterprises, who contribute to more than 50% of annual total value of China' s import and export, are exposed to great shocks and deep competition risks by multi-nationals and overseas medium or small sized enterprises; as for service business, "the process is the product" , and the foreign trade business is just the one which produces and provides the "international business process" as its main product. Therefore, how to successfully improve and upgrade its service management and marketing levels in such kind of "globalization + Internationalization" changing atmosphere seeking by China itself, will definitely lead to the stability and continuity of the nation' s economic growth.This paper, based on the systematic study of concerned theories of service management, through the wide inspection on logistics management status of 12 state-owned or private foreign trade enterprises with annual import & export turnover all below 10 million USD and pragmatic analysis of international logistics service management of Macropower Industrial Inc. Chengdu during January - December, 2004, firstly presents its point of view as: how to successfully speed up the products flow, quickly matchcustomer demands, improve and upgrade international logistics service management, build customer orientation international supply chain, is the decisive pragmatic alternative by China current domestic medium or small sized foreign trade enterprises. In one word, improvement and upgrading the international logistics management pattern is the core to upgrade the complete foreign trade service management level.As an initiative taken to study the current China' s domestic medium or small sized foreign trade enterprises development "bottleneck" restrictions and dilemma in the coming of "Every Person Has Right to Do Foreign Trade" Era, this paper also gives the pragmatic way to solve the upgrading problems of international logistics management for these enterprises, through the planning and designing for international logistics service management in Macropower Industrial Inc. Chengdu: 1. Diversify the markets and form differentiating international logistics service strategy; 2. Strengthen post training and define responsibility; 3.Strengthen Informatization Management; 4.
