FOSHAN CITY is located in Peal River Delta, a economically developed area of China. The civilian (owned and run) enterprises have been gradually grown up and become mature after hard striving and fierce competition for more than 20 years. Civilian enterprises play an more and more important role in the economical development, and now become an most important body in the city's economy. In the recent years, the information infrastructure and its application in Foshan has experienced a great development, In 2000,the NIQ (national information quotient) of Foshan is up to 66,which rank the advanced position in the nationwide. It is of significance to explore the model and way of how to develop civilian enterprises under the background of superior information and economically developed area.In the recent years, although the civilian enterprises in Foshan has seen a great development, there are more and more difficulties in the face of civilian enterprise development of Foshan City, the reasons of which including raised from the macroenvironmental factors, and self problems of the civilian enterprises themselves. Especially in the aspect of human resources management Foshan meets a lot of problems which hinders the further development. Many enterprises have recognized the importance and key roles of scientific organization and exploitation of human resources. As an important means of human capital management human resource training have arose the attention of more and more civilian enterprises. A questionnaire investigation showed that there are still some problems needed to be resolved. The problems we found includes the following: the mistaken understanding towards the human resource training in the mind of government organs and the enterprises themselves, the civilian enterprises are still in shortage of complete training organization systems and full set of regulations system, the methods and ways of training still needs to be renewed through the utilization of the information advantages of the city. These problems have negative effects on the training results, hinder the improvement of training management, result in the wastage of human resources and the low return of human capital.With the unceasing development of Foshan in the economy and the information level, the quality and the ability of civilian enterprises managerial personnel are required in a much higher level, and the demand of the managerial training is endowed with new characteristics. Therefore, the training management should be improved and renovated in order to overcome the existing problems and go in line with the new requirement for the training. In this paper, the author puts forwards a complete set of proposals for the managerial personnel training management innovation on the base of new tendency of enterprise training and the experiences of developed countries in this aspect, in combine with the real situations of Foshan with more developed level in economy and information facilities. In order to carry out the practice of management training innovation, and put new technologies into the practice of enterprise training, we selected one famous civilian enterprise named RF corporation as our investigation object of the questionnaire investigation on themanagement training demand, and then conducted a special on_line training program on the topic of the new tendency of management innovation for the staff of RF corporation. This distant training scheme overcame the barrier and restriction of time and place, reduced the expense and obtained a better training effect. Due to limited condition, this training is just an innovation experiment on the training management, the training effect and the model for extension still need further and deeper study.
