| With China's accession to the WTO and the Knowledge-based Economy's arrival, the internationalization of economy, technology and education all grow speedily, meanwhile, the integration of science, technology and economy has become the mainstream in this era. But in China, the limited R&D resources tend to be wrong configured under the inefficient collaborating innovation mechanism, which exists in cooperation among industry, university and research institute. The dissertation aims to find some more reasonable modes, which may results the efficient usage of resources, the development of economy and even the enhancement of nation's competitive advantage. As certain groundwork, comparing different types of cooperation in existence is quite necessary. At first, some basic definitions are expounded. Then some modes and policies of the government in U.S., Japan, Korea, Germany and Taiwan area are analyzed. The dissertation also classifies and explains the modes of our country, such as government-instructed mode, government-pushed mode, industry-oriented mode, university-oriented mode, research institute-oriented mode, Combination mode and virtual mode. Meanwhile, the dissertation refines three important elements (internal elements, exterior elements and coordination elements) and concludes six functions to achieve, for example, making R&D, advancing innovation, cultivating human resources, making good use of natural resources, reducing costs and risks, and boosting the development of industry. In the last chapter, with the development of modes, they may be influenced by Path-Dependence, like average cost, learning effect, coordination effect, adaptive expectation, transaction cost and subjective choice of behavior. Lastly, a new mode-the contingent mode-is set up by a creative way, which has particular advantage besides all the advantages of former modes. It brings into play of each part, has the ability to meet an emergency, makes advantage of innovation and is fit for the development of economy. In a word, the study on modes of collaborating innovation among industry, university and research institute in China are useful, in a certain degree, for our government when she establishes policies or puts it in practice. |
