Research On Industry-University-Research Collaborative Innovation Modes Oriented By Industrial Technology Upgrading

In New Normal,industry-university-research collaborative innovation is of great significance to industrial technology upgrading in China.The government advocates the establishment of a technological innovation system with enterprises as the main body,market as the guidance and deep integration of industry,university and research.To achieve this goal,we should not simply regard the collaborative innovation as a whole,but also pay attention to the characteristics and effects of different collaborative innovation modes.On this basis,this paper divides the collaborative innovation into four types from the cooperation degree and regional dimension,including intra regional transactional collaborative innovation,cross regional transactional collaborative innovation,intra regional relevant collaborative innovation and cross regional relevant collaborative innovation,discusses the characteristics and differences of those modes.After that,this paper explores the above modes mechanism and effect on industrial technology upgrading,trying to provide valuable reference for guiding collaborative innovation and accelerating the industrial technology upgrading process.This paper analyzes and tests the main arguments theoretically and empirically,which provides a scientific basis for collaborative innovation modes elaboration and their role in industrial technology upgrading promoting.In the theoretical research part,the paper firstly analyzes the connotation and relationship between industry-university-research collaborative innovation and industrial technology upgrading.On this basis,this paper redefines the collaborative innovation mode division standard,and points out that it should include cooperation degree and region dimension.In the cooperation degree,the modes should be divided by participants' cooperation closeness;in the region dimension,the modes should be divided by participants' location.This paper puts forward four modes from the above dimensions,divides the combing and compares the connotation,characteristics and evolution trend of different modes.After that,taking the spatial factors into the original game model to construct a model which can analyze the above-mentioned collaborative innovation modes affecting industrial technology upgrading,and describes the mechanism,influencing factors and cross regional spatial correlation across regions.In the empirical research part,using the panel data in 28 provinces from 2003 to 2017,this paper constructs spatial panel lag models and tests the four collaborative innovation modes on industrial technology upgrading with multiple spatial weight matrices.The results show that:(1)Considering spatial association,both intra regional and cross regional relevant collaborative innovation have a driving effect on industrial technology upgrading.Due to the function and culture similarity,the former has more impetus to industrial technology upgrading.In the meanwhile,both intra regional and cross regional transactional collaborative innovation has not been fully demonstrated.The results are robust under different industrial technology upgrading measurements and spatial weight matrix identification.(2)The effect of cross regional related collaborative innovation on industrial technology upgrading exists within a certain regional boundary,showing a trend of geographic attenuation.The industrial technology upgrading also shows obvious spatial spillover effect and agglomeration characteristic.(3)Considering the geographical location characteristics,the intra regional and cross regional relevant collaborative innovation promotion effect on the eastern region is higher than that in central and western regions,while the intra regional and cross regional transactional collaborative innovation has more impetus on the central and western regions.(4)The promotion of intellectual property protection and academic quality can effectively enhance the driving effect of four collaborative innovation modes on industrial technology upgrading,while government support can effectively promote the development of intra and cross regional relevant collaborative innovation.The main contributions of this paper are as follows:(1)This paper clearly and innovatively divided the collaborative innovation into four modes from cooperation degree and regional dimension,including intra regional transactional collaborative innovation,cross regional transactional collaborative innovation,intra regional related collaborative innovation and cross regional related collaborative innovation,which makes up for the lack of single dimension division and consideration in current research.(2)Introducing spatial factors and relaxing the assumption that innovation elements can flow across regions,the original cost and benefit functions are expanded and improved.The game model describing four collaborative innovation modes affecting industrial technology upgrading is constructed.This improves and enriches the current research framework,which also provides a valuable reference for cross regional collaborative innovation modeling and analyzing.(3)Measuring the intra and cross regional collaborative innovation effect is a difficult problem in empirical.Therefore,this paper uses a variety of spatial econometric models to overcome the spatial factors neglect and setting errors in traditional econometric models,measures and compares the four collaborative innovation modes effects on industrial technology upgrading,and further describes the cross regional collaborative innovation scope and geographical attenuation characteristics,providing strong support for the theoretical analysis.
