Since the reporting requirements for technological items are comparatively high, the small and medium-sized enterprises are hard to accord with the relative requirements, so the relevant technological outlay could not be obtained; Point out that the county-level government's scientific and technological outlay, on the precondition of complying with the state policies, should be primarily invested to the small and medium-sized enterprises with area characteristics that have made an outstanding contribution for county area's economic development. The scientific and technological outlay should be invested in a centralized way instead of covering too broad range; bring forward the advices from policies such as ensuring the scientific and technological outlay investment for county-level government by means of law.· By the analysis and calculation from a great lot of data, the relationship models have been established from the transverse direction as follows: relationship between technological change name sequence and per capital GDP name sequence; scientific & technological investment name sequence and technological change name sequence; scientific & technological investment name sequence and per capital GDP name sequence; Moreover, the relative modulus between the above models have been calculated out, primarily showing that the technological investment and economic development will have a favorable relationship.· By the analysis and calculation from a great lot of data, the relationship model between the scientific & technological outlay investment for county-level government and GDP has been established from the vertical direction, and the relative modulus between them has also been calculated out, which gives a further illustration to the favorable and interdynamic relationship between the technological investment and economic development;· Based on the "Research about State R&D Scale by Yu Jian-qiao", and by means of the relationships among the county-level government's scientific & technological outlay investment, state R&D outlay investment, and other data chains, further deduce the investment scale of scientific and technological outlay for county-level government.
