In the rapid development of modern science and technology, the development and innovation of technological basic science's role is getting more and more remarkable in promoting national science and technology development. Scientific and technological innovation group as an effective form of organization, in the completion of major innovative research projects in the field of technological basic science, refining problems about technological basic science, training high level of science and technology innovation talents, promoting the progress of national science and technology, it have shown its unique advantage. With the development of technological basic science ,it's group tendency is more and more obvious, then forming the so-called scientific and technological innovation group in the field of technological basic science.
