Since 1990s, the performance of world excellent enterprises human resource management, especially led by Americans have had a great change, which from a maintaining and assistant function up to one with strategic significance, and become an important tool for many enterprises to depend on in order to win competition advantage as well. However, enterprise human resource management is greatly based on performance management. As a new field at enterprises in our country, performance management is regarded as cognition or only a concept by most of the enterprises. As China's entry to WTO, the competition of Chinese Telecom enterprises will become much fiercer. Faced how to increase enterprise economic added value and consumers' contentment, refining inner management and improving study and creative capacity, one important way to solve them is to study how to increase enterprise management capacity. The most important managerial question is to solve enterprise performance management.Studying from the actuality of the performance of Qinghai Telecom Industry Corporation, consulting excellent enterprises home and abroad on performance, the article is systematically studying on solution scheme of performance management of Qinghai Telecom Industry Corporation. This scheme puts great emphasis on the solution of the difficulties and keystones of performance management, namely post analysis, performance assessment and salary management. The second chapter of the article is to study, assess and analyze some basic theories of human resource management, which expected will guide to establish the scheme. From market and clients' perspectives, the third chapter is to systematically analyze and study the inner and outer environment of the enterprise, and seek key factors that influence the achievement of the enterprise's value. The fourth chapter is based on enterprise strategy, systematically design and study target-control system, performance assessment, salary design,performance communication feedback, performance results application, etc.The scheme provides better solution for combining long-term targets and short-term ones, commutatively mending long-term and short-term control, combining whole and part profits; solving enterprise problems of performance examination, and blindness, random manipulate problems during assessment; the scheme emphasize on the application and communication of the results, which makes performance management effectively carried out in the enterprise inner-control management, really exert key function of performance management during the enterprise management. The scheme synthetically use all kinds of motivation encouragement methods to make all employees' enthusiasm, creativity, and comprehensive vigor to reach their highest-points and achieve the enterprise's value maximum at last.
