The HRM have a great role to all organizations since it have been introduced into China, especially with the economy globalization and the resources reducing .In this process, with the help of the foreign management experiences, China's HRM is developing strongly ,meanwhile, we have made some achievements, such as, the labor's abilities are better than ever, the years of education are longer , the structure of education has been changed and so on . However, we still have some wrong ideas about the human resources utilization, which have restricted the organizations'efficiency and developing. This is the reason why I choose this issue . This thesis includes six chapters : Chapter one : introduction to the research background ,purposes, objectives and method-logy, a preparatory baser for the research. Chapter two: it introduces the implication of HR, its characteristics , and the definition of the HR utilization, then the evaluating indexes. Chapter three: conditions and enlightenment of the foreign HR utilization . Chapter four: analysis of our country'HR utilization situations, problems and the reasons Chapter five: suggestions about improving the situations .It is suggested that these acts can be taken, which are adjusting the structure of human capital investment , strengthening the professional and technical trains, building the norm HR market, and producing the new encouraging standpoint: impartial encouraging systems, supper-market'method ,diversiform salary models ,and the society insurances systems.
