At such stage that knowledge creates wealth, human resource has become a strategic resource for the enterprise. The strength in human resource has become the most significant advantage in competition. The competition between insurance companies has become the competition for human recourse. Lacking human resource is a major obstacle for an insurance company to prosper. Human resource planning, which is a basic part of human resource management, has already begun to receive more attention. Based on the objective of the corporation, focusing on the continuous development of the corporation, professional human resource planning requires a clear foresight.Referring to material from both domestic and abroad, this paper first expresses the theoretical concepts of human resource planning. Then, it analyses, with empirical methods, the human resource, the characteristics and the circumstances of Company C. Based on the strategic objective and the central market position of Company C, we apply both zero-base approach and forecasting with management experience approach, to the analysis of the human resource demand, in order to work out the human resource plan for Company C. Finally, certain measures are formulated to guarantee the fulfillment of the plan.The structure, quantity, quality and management of the current human resource, which do not satisfy the demand of the development of the company, need to be improved. Human resource planning, not only help the company improve its competitiveness through enhancing the human resource to achieve the strategic objective of the company, but also help the employees realize their personal values. Finally, the company and the employees get improved simultaneously.I sincerely hope my research will help improve the effectiveness and efficiency of corporate human resource management.
