The human resource is the strategic resources of the modern business enterprise, is also the most key factor in the business enterprise development. Encouragement is an important content of human resource. The most basic purpose of carrying out encourage mechanism in the business enterprise is to induce the right work motive of the employee. While carrying out the purpose of the organization, they realize their demands, increasing its satisfaction, thus making their aggressive and creative. We could say it in another way that the establishment of the system and circulation condition is an important factor that decides the business enterprise the rise and fall to some extent. Setting up the valid human resource system scientifically, becomes a very important problem that each business enterprise faces.The thesis uses human resource management theories, encouraging theories and the core competence theories to analysis the present state between domestic and international enterprise. It also deals with the challenges we should face in company human resource management. Under the analysis of the function mechanism carrying on the system to the human resource, in drawing results from the previous research, the essay designs a human resource encouragement system with the salary encouragement and the enterprise human resource organization for growing up. The thesis makes use of the life cycle theories, anglicized and did researches into the different stage of the cycle, designed the business enterprise human resource encouragement system to the characteristic of the business enterprise life cycle in different stage. The usage of AHP in analyzing the company human resource encouragement system movement results, in the system evaluation, makes it the study result easy to be realized. From promoting view of the business enterprise competition ability, it put forward the countermeasures and suggestions in encouraging that the human resource system circulates effectively.
