The objective, developing strategy and theoretical foundation of Shanxi food consumption and production were investigated in a comprehensive way combining of normative and positive analysis in this paper. The annual food quantity consumed per capita, food composition, price fluctuation and the change of price parities were analyzed at the level of provincial-wide, rural and urban Shanxi according to the statistical data of 1980 and 2000 respectively. The result indicated that the quantity of food consumption and food composition both in rural and urban Shanxi had been significantly improved. The parity index of purchase price of agricultural products and the parity structure of food price had significant influence upon the food composition consumed in regarding to the case of Shanxi province. The strategy of sustainable development for food industry of Shanxi was proposed based on above analysis, and conclusion and suggestions was also put forward at the end of the paper.
