On The Strategic Adjustment Of State Asset's Business Management

"State Asset" refers to property and property rights, as a whole owned by state. State asset play a significant role in China's economy on account of her socialistic characteristics. Therefore the quality of state assets' weighs a lot with China's economic and social development. The reform of state asset's management is a big concern for Chinese law, economics and political science academic as well as government and enterprise. This dissertation is trying to explain this area from perspective of economics.The main character of the paper is to infer the function of the correlative institution through property rights, agent theory, corporate Government, and other west foreign theory. First, differentiate the broad sense and narrow sense for the concept of state asset, and point out what the paper research is managing asset. Afterwards generalize simply west economic theory, makes an overall review of the history of state-owned assets management, and analyze the situation and problem of the operation and management in state asset from property rights, at the base of the use for reference for the successful experience of the mode of state asset, construct the frame and the aim mode of management of state asset after the committee of state asset. At last, put forward the correlative countermeasure for the problem in business management.The dissertation is divided into five parts.The first part talks about the concept business and management, and differentiate the meaning of operation and management.The second part introduce the property right theory, transaction costs, agent theory, corporate Government, and combine the situation of state-owned asset management, refer to some suggestions,The s third part traces back to the history of state-owned assets management and analyze the problems in it.The fourth part,, according to the experience of foreign state-owned assets management, analyze the operation of state-owned management, and conclude the realistic sets forth the basic principles for promoting the reform.The fifth part according to the problems in the state-owned asset, refer to relative some suggestion.Because of the limited knowledge of the author, this paper is far from perfect, for example, because the committee of state asset management is at the stage of exploring, I only forecast and assume the orientation of it. And the cognition of how to make a price in the course of implement of Management Buyout is also from deep, I will try my best to consummate it in the continuous research.
