The Human Resource has been acknowledged as the First Resource by the enterprises for the harsh competition and the coming knowledge economy. So the core position of the Performance Management (PM) has been accepted, and PM has been adopted in many enterprises management. However, the result of the practice is not so encouraging in a number of enterprises. Therefore, how to design and implement a set of scientific and reasonable Performance Management System being fit for the company is an urgent task.Being an intern, I participated in the performance management design of QT Corporation under the guidance of my supervisor. Basing on the related theories of performance management, I made initial research on and designed performance management system in combination with experience in the QT Corporation project and my thoughts for the PM of domestic small- and medium-sized civilian-owned companies.The paper consists of five parts. Section one introduces the general theories of PM. Section two introduces the diagnose of QT Corporation performance management mainly presenting the corporation' s organization structure, the human resource present state, corporation strategy and culture, highlighting the corporation present performance management actuality and its problem. The third section simply described the preparation work for the PM system design introducing the design concept, design principle, training work and job analysis work. The fourth part is the design of PM system. Starting from analyzing key work flow and basing on the theories of Balance Scorecard and 360 evaluationsystem, the paper discussed the principle, procedures and methods of staff performance indicator establishing, and discussed how to avoid the subjective trend on the weight of the performance indicators by adopting the analytic hierarchy process, then talked about the ways of making the performance standards after analyzing the significance of the performance indicators, and briefed the design process of evaluation periods, evaluation body, evaluation procedures, assessment methods, performance communication, performance feedback, complaint and the application of evaluation results. The fifth section commented in brief the characteristics and shortcomings of the Performance Management system of QT Corporation.
