Performance management is the core in the human resource management of enterprise, the development of enterprise can't do without a good performance management system and management regulation, the effective performance management can integrate the strategy,resource,business and behavior of enterprise, so the effective performance management is benefit to enhance the competitiveness of enterprise. By implementing performance management, enterprise can coordinate the effort of the department and the staffs with the strategy of enterprise, strengthen the focus ability and executive ability of enterprise, improve the rapidly correspond ability of enterprise.This methods combine document research and descriptive research,the author complied the special survey. Through collecting information,data analysis,performance questionnaire survey and the actual survey of performance management system, the author found the following problems in performance management system:(1) Take performance management as performance appraisal, the process of performance management isn't complete.(2) Allocation of roles is biased, put all duty to human resource management department.(3) The managers can't communicate well with the staffs, performance management is changed into filling the standard sheets simply.(4) The result of performance management is not used widely.(5) Performance management is disjointed with the strategy of the enterprise.(6) No forming performance documents, the managers evaluate the clerk by subjective imperssion.(7) Job analysis isn't processed, and the design of performance index isn't norm.By studying, the author propose the following advices on the performance management system for the Shandong Post Corporation.(1) Implementing job analysis lay the foundation for the performance management.(2) Design performance index system by the methods of Balanced Scored card (BSC) and Key Performance Index (KPI). (3) Regulate the basic process of performance management.Through designing and implement the improved performance management system, Shandong Post Corporation can coordinate the corporation strategy with the goal of staffs, motivate the organization and staffs enthusiasm and creativity, create more value for the enterprises to achieve the win-win situation.
