The enterprise organization structure is the system assurance of the enterprise's development. Thinking from a certain degree the competition among the enterprises is the competition of the organization structure. The organization structure that matches the characteristics of the enterprise development can push the enterprise's development and raise their competition ability. On the contrary, it will become the bar of the enterprise's development.Small and Medium-sized Enterprises (SMES) are an important power in the national economy and play a strategic role in the economic development of various countries in the world. It is generally agreed among international community of economics and academy that, SMES will play the leading role in economic development of the 21st century. In china, the greatest developing country in the world, SMES have a more prominent standing and role. However, we regret to discover that there has a higher birthrate and higher deadthrate undering the booming development of these SMES. That is to say along with the creation of great quantities of the new SMES, there having many SMES to perish at same time. Their life cycle is very brief. Though some of them succeeded in the first difficult pioneering period, and met many difficulties in further growth process, such as the finance difficulty, short of talented persons, market competition, and the imperfect social service system etc. Actually, all of these can only hinder the enterprise'sdevelopment in a certain degree. The real reason causing these problems doesn't exist in the exterior but in the interior - unaware of the key to solve the problems completely is the organization structure innovation and the effective management. Therefore, it is very significant for SMES to innovate their organization structure.In this paper, we first define the concept of the SMES and establish the researching object. Secondly, reviewing and summarizing the theory of design of the enterprise's organization structure. Meanwhile, putting forward to regarding the management entropy and the enterprise's dissipation as a new theoretical basis of the organization structure innovation. That is because the management entropy and the enterprise's dissipation are aiming at the research of a complicated system, and the enterprise organization itself is a complicated system. Finally, analyzing the function to the development of the SMES brought by the innovation of the organization structure; and fully elaborating the exterior environmental problem and internal organization structure problem what the SMES will face. Basing on above analysis, we holding the position that theoretical choice of the SMES organization structure innovation is the theory of management entropy, enterprise's dissipation and putting forward the principle of the organization structure innovation on this foundation. Then, probing into the trends of the SMES organization structure innovation and coming to a conclusion—changing into organic organization structure from mechanistic organization structure; and giving four types of modes of SMES organization structure innovation. And last is specific analysis of Sichuan DY company organization structure innovation.
