Nowadays, there are a lot of state-owned investment enterprises affiliated to governments at different levels, which are large state-owned enterprises authorized by governments,, take charge of the management of governments investment and state-owned assets, as well as financing for key construction projects as government sponsors. These enterprises are different from ordinary enterprises and financial enterprises at channels of capital, scopes of management, aims of management, profit of management. Capital, projects and human resource are key elements for these enterprises. Because of the special attributes of these state-owned investment enterprises, they posses unique merits in capital and project, for various reasons, the human resource does not match above two factors. Many problems exist in HRM, for example, duties of departments and position are not clear. According to these, taking CT Group Company Ltd for example, to combine the knowledge of organizational behavior and HRM etc. to analyze the whole job analysis process of CT Group Company Ltd. in positive way, thus we are able to get a scientific and proved feasible job process for state-owned investment to carry out job analysis.The structure of the paper is as follows: Section 1 introduces some basic theory of Job Analysis, such as the theory basement of job analysis,basic conception, methods, moves, result, to provide theory foundation for applying job analysis on CT Group Company Ltd; Section 2 introduces the situation of the CT Group Company Ltd and appraise the condition of Job Analysis within it; section 3 introduces the design and implementation of Job Analysis, during the process, how to design the job analysis questionnaire and make an outline for the investigation, analyze some data, write the rules of the department and the post in the CT Group Company Ltd, adjust the organization, rearrange some work flows , the application of Job Analysis , and so on; Section 4 is the evaluation about the Job Analysis.
