Study On Network Public Goods Multi-subjects Supply Of China

Internet developed rapidly and popularized quickly in China. As at the end of 2009, the number of Chinese netizens reached 384 million, an increase of more than 618 times in 1997, average annual growth rate 3195 million. Moreover, network have an multi-dimensional and great influence on China's political, economic, cultural and society, which have become a hot public topic the Government and the crowd all paid highly attention to.This study concerns the maximum public interest of network, and chose"the network public goods"as study object. This paper was divided into the following four parts:The first part is the second chapter, focused on accurately define the new concept of the "network of public goods". Firstly, combined with new developments in the network defined a multi-access terminal equipment of the new network concept as a logical starting point. Then integrate the concept of"networks"and"public goods", the"network public goods" has been defined. Also analyzed the basic characteristics of network an of the network public goods. Subsequently, makes refinement and generalization on public goods theory and governance theory, which are the two fundamental theories of this study.The second part is the third chapter, focuses on the content and the features of network public goods, besides general multi-subject supply model of network public goods. Firstly, the content of network public goods were divided into the following four types: fundamentals of network, access network, network environment and network public service, and then analyzed the features of these four major categories of network public goods in nonexcludablity and nonrivalrous consumption through the public goods theory. Then, make a summary to the three types of multi-subject supply model of international community.The third part of the fall on the fourth to the sixth chapters of this thesis, and focused on the supplying subject of the network public goods of China and the model of multi-subject. Firstly, in the fourth chapter, analyzed the multi-subject of the network public goods, they are the Government, the network organizations associated with government, the network self-organization, the large State-owned telecommunications enterprises, other enterprises affiliated to network, netizen groups and independent netizens, etc. Make a separate discussion that which kind of network public goods they provides separately and also analyzed their respective characteristics of supply. Secondly, in the fifth chapter, explore the supplying-model of the network public goods in China, then analyzed the five kinds of deficiency of this model at middle-view. And then, in the sixth chapter, combined with the preceding analysis about the five kinds of deficiency of the Chinese model, angle in optimizing and consolidating the multi-subject supply model, proposes five types of measures, so that this model can supply network public goods much more and in higher quality, in order to maximize the public interests of the network.The fourth part is the seventh chapter of case studies, gave an observation to the actual operation and specific results of the network public goods multi-supply model in Jinta County, which is in the specific environment.
