The transference of the farmland access is an effective way to resolve the land utilization of making the land smaller and smaller and leaving the land unused in our country at present, having an important function to optimize the land resource distribution, improve the land utilization efficiency, promote the agricultural structural adjustment and promote the increase of peasants' income and the rural economy development. At present the farmland transference degree is very low, and the majority of the farmland are still in the scattered management of the small scale. Therefore the systematical study on the various influence factors of the farmland transference undoubtedly has important social efforts for advancing the development of the farmland transference.Through the questionnaire investigations of 380 peasant households in the 16 villagesof 9 towns in 6 counties on the Cheng Du Plain and the informal discussions with the relevant departments at various levels the writer has carried on qualitative analysis in the influence factors of that the farmland transference form three aspects of social economy, participators and the market environment. On this basis the thesis has the quantitative research of the influence factors with the quantitative economics methods of the principal component analysis, grey related analysis, etc, revealing its main influence factors and influence degrees to offer the foundations of making the policies and measures to promote the farmland transference.Through analysis the following basic conclusions are drawn:(1) The paper draws 4 principal components through Principal Components Analysis: The most correlation coefficient between first principal component and the output value of Secondary Industry and Tertiary Industry is 0.984, so, the first principal component is defined the proportion of output value of Secondary Industry and Tertiary Industry to GDP; The second principal component is interpreted as the proportion of Non-agricultural population;The third principal component concentrates on the expenditure for operating expenses of science and education per capita popular mainly, it is 0.929; The fourth main composition is the management of transference contract and the expenditure for supporting agriculture from finance. The coefficient is 0.915 and 0.854 respectively, this main composition is the factor of management of the government supporting. The Sequence for degree of influence factors of the farmland transference among the main influence factors By Gray Correlation Analysis : the proportion of the output value of Secondary Industry and Tertiary Industry accounts for GDP proportion , the expenditure for operating expenses of science and education per capita popular , the proportion of the expenditure for supporting agriculture from finance , the proportion of Non-agricultural population and the regulatory of the management of transference contract, its degree of Gray Correlation is 0.8370 , 0.8331 , 0.7532 , 0.7333 and 0.7222 respectively.(2) The more peasant households participate in the non-agricultural activity, the higher their non-agricultural incomes are and they turn to be willing to roll out the land instead of rolling out. On the other side , the few non-agricultural activities peasant households participate in, the more likely they are to roll in the land. The rapid developments of the secondary industry and tertiary one have been the inside economic drive of the farmland transference. Thereby expediting the development of the two industries and promoting the transformation of the agricultural workforce and the increase of the non-agricultural income of peasant households are significant measures to advance the transference of the farmland access.(3) The higher degree peasant household's education are, the stronger their abilities to accept new things and adaptive capacities are, the higher the success rates of establishing business or developing high-efficient agriculture are and then the desire of transferring the farmland come into being. On the other hand, peasant households with low schooling, lack of scientific and technological knowledge and fund input, are less likely to have a will to transfer the land. Therefore in the long term improving peasants' scientific and cultural knowledge is the essential measure to promote the appropriate scale of farmland operation through the land transference.(4) Agricultural working conditions are closely related to peasants' agricultural income, the betterconditions are, the higher the incomes are, and accordingly peasants' farming enthusiasm is increased. And the main body improving the agricultural production terms is the governments at all levels, the proportion of whose supporting agriculture expenditure finance has important influence on the transferring scale. Consequently raising the support agriculture expenditure and strengthening public agricultural basementconstructions, especially supporting the influential farm families, have positive function on cultivating land demand bodies.(5 ) Maximizing economic benefits is not the only standard to the behavior choices of peasant households in the farmland transference. Apart the economic utility farmland resources also offer basic collective members living guarantee, social insurance, employment utility , etc. So it's necessary to set up the rural social security system and greatly develope the non-agricultural industry in order to weaken the above-mentioned functions of the land and promote the continuous and rapid transference of the farmland .(6) In the land transference it will influence the safety sense of land suppliers and the demanders' enthusiasm of land long-term investment that there are no written contracts or the written contracts are not standard. So the management of farmland transference contracts must be strengthened to guarantee the harmony of the transference.
