BOT is the abbreviation of "Build-Operate-Transfer", which refers to a complete project financing concept, free translated as "建设—经营—转让 "in Chinese. It occurs to fit the trend of infrastructures private owning and has been one of the mostly concerned infrastructure construction ways by governments of many countries, demonstrating the new direction of the international project financing. The contradiction of large need of capital fund for infrastructure construction and funds shortage has been a bottleneck restricting the infrastructure development nowadays in China. However, A number of private-owned enterprises with a large fund haven't got a proper channel to invest. More and more attention has been paid on how to solve the problem—lack of construction funds and the awkward situation of the private owned enterprises.The thesis expands deep research on the application of BOT model in the construction of Tangshan Seaport Treatment Works construction by adopting the methods of theory expounding with practice induction, positive research and specification research integration, qualitative analysis and quantitative analysis combination , striving to provide a better proposal for solving the problem and contradiction of infrastructure construction funds shortage and narrow investment channel of private-owned enterprises.The thesis constitutes of six chapters. Chapter One is Introduction of the thesis. After introducing the common theory of the project financing, it gives a detailed explanation of the BOT model principle and key factors of the successful operation. Meanwhile, the thesis researches the application example of BOT financing model and the necessity & feasibility of the private-owned enterprises taking part in the infrastructure construction. That's the contents of Chapter Two. Chapter Three to Chapter Five is the main part of the thesis. In Chapter Three, it firstly gives a brief introduction of Tangshan Seaport Development Zone, the sewage volume and the rational scale of the sewage treatment factory.And then it gives an analysis of the disadvantage of the traditional financing method for infrastructure construction. In Chapter Four it explores the investment evaluation and investment decision analysis of BOT project financing by Tangshan Huake Metallurgical Roller Co.,Ltd. In Chapter Five, after analyzing the various risks during the BOT financing process, including system risk and non-system risk ,it raises corresponding risk management countermeasures and scientific suggestions based on risk distribution situation among the main bodies of BOT project contract. The last Chapter is the summary of the thesis.
