| In April 2002, the state power system reform project was implemented, this marked the actual implementing stage of new round of power system reform which aimed at breaking down the monopoly, introducing competition, establishing new power market system .The policy of "separation of power and power net", "enter into power net by price competition" made Lueyang power plant, which is a traditional state-owned enterprise living on state subsidy face great impact. Third enlargement project of the plant brought about some opportunity for the enterprise, how to take advantage of this chance to drive the entity onto fast track by establishing a performance management system suitable to modern cooperation has great practical significance.Based on referring a great deal of literatures and investigating and researching deeply, this article quantitatively and qualitatively diagnoses the current HR management state and systematically researches on the establishment of a performance management system for managers in Lueyang power plant by using theories of corporation strategy, managing economics, HR management, organization activity and method of illegible appreciation.From the angle of systematic researching, this article points out the weakness of HR management in Lueyang Power plant and draws a policy frame of "check the actuality", "high level intervention" and "system construction" etc. for managers' performance management in the plant aiming at changing traditional HR management to modern HR management in Lueyang Power plant. This article also completely establishes a set ofmanagers' performance management system under modern management idea, incentive theory and practical conditions of object which is under researching, detailed project is brought out in area of job analysis, job description, performance feedback interview and confirmation of performance check. All in one word, this article will give Lueyang power plant a complete performance management rudiment for the first time.By using incentive theory, this article assesses the results of performance checking carefully and reasonably and makes some adjustment for employee structure according to the concluded scheme, by using theory of corporation strategy and by analyzing macro conditions and micro conditions of the entity, this article also puts some measurements to make the conclusion more perfect and more practical to be helpful for the power plant. |
