In the past few years, the scholars who major in human resources management(HRM) have been exploring how to improve human resource management effectiveness(HRME) mainly from three distinctive themes: a single practice of HRM, the configuration of HRM, and high performance work systems of HRM. The rich literature on the topic area highlights the researchs in HRME. However, human resources department(HR department) in the real is criticized by other sectors in the same company. The methods proven theoretically can not get the great effect in practice.Other sectors suspect that HR department played a minor role in the company, and they believe that HR department do not care about the business operations. It is difficult for HR department to do own work perfectly, which can caused dissatisfaction, because it is not familiar with the nature of work and work processes in other sectors. HR department is often required the help from front line managers(FLMs) in other sectors when HR does the work about HRM. Whether the synergistic effect from HR department’s management activities and FLMs’ management activities can improve HRME?Based on the synergy theory of management, this study constructs a work process model of FLMs and HR department, in order to explore the relationship between HRME and coordination process including communication, trust, interdependence and cooperation. At the same time, this study introduces the mediator variable- collaborative satisfaction, the moderator variable between coordination process and HRME- human resource informa t io n system(HRIS) and the moderator variable between coordination process and collaborat ive satisfaction- participative climate.Based on 257 sets of valid questionnaires, this study uses statistical software like SPSS and AMOS to validate the model. The result shows that:(1) the coordination process between FLMs and HR department including communication, trust, interdependence and cooperation, are prositive related to HRME;(2) Whether using HRIS in company has a significant effect on HRME, but HRIS does not have the moderating effects between coordination process and HRME;(3) collaborative satisfaction has partial mediating effect between between coordination process and HRME;(4) participative climate has the moderating effects between trust, interdependence and cooperation within coordination process and collaborat ive satisfaction, except the communication within coordination process.This study tries to use a new theoretical perspective to find the new variables and influe nce path which can impact HRME, and enrich the research about HRME as well.
