This research takes the example of Xiushan Autonomous County tourism development plan, applying the extension theory to the tourism plan, and use the extension decision which developing in the matter-element analysis to solve the contradictory factors involved in the tourism plan, use the extension decisions special merit "achieving the goal by any means possible" to solute policy-making questions in the tourism plan.This research use the extension thought in the tourism plan, firstly establish the matter-element model of the tourism plan goal, resources and the market influence factors , enable itself to have the internal structure, and then embarked from its internal structure to study their extensibility and conjugate, lastly, use the extension transforms of the matter-element to analysis the type and the way in the tourism plan, and analysis the mechanism between them formally . Through the above methods, make the tourism resources development and market demands closely to relate in together, and provided one new idea for the tourism plan.The first part of this article introduce the characteristics of the tourism plan research, extension theory outline, as well as this research's significance and the technical route.The second part first introduce the basic concept of the extension tourism plan, then introduce the basic thought, the elementary theory and the essential method of the extension tourism plan.The third part is the research main content. First limits the contradictory question in the tourism plan to solute, and then establish the matter-element model of the tourism plan goal, resources and market influence factors, analyzing their divergence, expanding, relevance, and containing. Then analyzing the real and imaginary, hard and soft, latencyand visibility, positive and negative of tourism resources and market influence factors ,and analyzing the relativity between them, we have the thoughts and ideas of tourism plan. We can make corresponding reasonable to each kind of factor about them. And the transformation including: basic transformation of the tourism plan, replacement transformation of the essential factor "eat, accommodation, transportation", the add transformation of the essential factor "entertainment, shopping " and "the necessary facilities", as well as the compound transformation of the tourism plan factor — Tourism resources conformity compound transformation, tourism project compound transformation, tourism product compound transformation and tourism market "proliferation" compound transformation. Thus we can solute the contradictory question of the six essential factors in the tourism plan (eat, accommodation, transportation, tourism, shopping, and entertainment), and finally get a coordinate way for the tourism resources development and the environmental protection.
