Human resource structure is the theory basis of the human resource strategy. The characteristic of service industry in the assurance is that the knowledge capital is the important affecting the enterprise product effective. The theory basis of the human resource of structure strategy is practicable .the founding of human resource strategy structure system will provide the theory basis of human resource structure, which is used to make overall estimation and prediction for the enterprise about the situation of its human resource development, and offer the necessary information of the human resource strategy plan.The article firstly analyzed the study resources of the national and the foreign theories related to the human capital and the human resource, and made a comment on these theories, and deduce new points. Secondly, it analyzed the theory basis of the human resource structure of the assurance enterprise in term of economic development theory, enterprise management theory, and technology innovation theory. Thirdly, the article make an analysis of human resource situation in our country assurance in the three terms of the human resource scale and structure, human resource flew, human resource development, as well as make a practicable analysis of the Cob-Douglas function of the PICC, a further analysis of the lower economic contribute to the human resource in assurance field. The article express the human resource manage theories and ways in the view of human resource structure maximum on the basis of the strategy .In the next section, the article builds a framework of the estimate system of human resource structure maximum on the basis of the principle of framework, theory analysis, theory deduce in five aspects .In the end, the article gives the ways of human resource structure maximum in the assurance field including the three aspects of the encourage system, estimation system and human resource training system.
