With the vigorous support of national policies,the biological medicine industry in China has developed rapidly.It has been recognized as one of the seven strategic emerging industries,bringing tremendous social and economic benefits.However,there are still some serious problems in biomedicine,such as weak R&D strength,low level of industrialization,insufficient innovation ability and low independent R&D capability,which are mainly attributed to inadequate attention to enterprises' talent cultivation and utilization of human resources.The unreasonable human resource structure has restricted the rapid development of bio-pharmaceutical enterprises.Therefore,this research will have a strategic and positive effect on the bio-pharmaceutical enterprises to perform optimization and design of human resource structure.In this paper,firstly,the concepts,theories and methods of human resource structure optimization and the related research at home and abroad are summarized and collated.Taking Zhuhai Essex Bio-Pharmaceutical Company Limited as the research object,this paper collects related data and human resources data in ways of semi-structured interviews and questionnaires.Through data statistics and collation,it analyzes the status quo of its human resource structure,the problems in staff post competency,comparisons between staff structure and the company's strategic needs,staff management,staff turnover and so on.Secondly,from the organizational development strategy,the goal and principle of human resource structure optimization are formulated.The reasonable proportion of each substructure in vertical structure and horizontal structure of human resources is calculated respectively based on personnel structure optimization model of fuzzy entropy.Finally,by comparing statistical analysis results of human resource structure status with model optimization results,combining the overall development needs of enterprises,optimization scheme and the safeguard measures for human resource structure of the whole enterprise and each functional center are designed in this paper.It is hoped that this paper will be of definite reference value to Zhuhai Essex BioPharmaceutical Company Limited in the formulation of human resources policies.Meanwhile,research results will provide reference for the human resources management and practice of other bio-pharmaceutical enterprises.
