The Fiscal Policy For The Problem In Agriculture, Rural And Peasant In Our Country

In recent years, the increasing severe problem in agriculture,rural and peasant(A.R.P) has become the biggest " bottleneck " restraint of Chinese modernization process. Along with Chinese economy entering a new stage, it is the common understanding of the whole society to solve the problem in A.R.P. Since 21st century, government has taken a lot of measures of policy regulation and reform to solve it. Frankly, though the problem is alleviated partly, there is no tendency of fundamental improvement as a whole. What's more, when we are doing our best to solve the problem, the gap of the income between city and rural is enlarged unreasonablely. It makes us examine closely whether there are great deviations and mistakes in the policy that is taken to solve the problem in A.R.P.In this text we study the fiscal policy to solve the problem in A.R.P on the basis of this rational consideration. Firstly, we discuss the necessity and ergency of the fiscal policy for supporting A.R.P. Secondly, we make a concrete analysis of the existing problems in present fiscal policy of our country. Thirdly, we analyze the underlying causes of the emergence of problems in A.R.P through recalling the developing process of the fiscal policy for supporting A.R.P since the the foundation of China. Finally, we propose the corresponding suggestions of fiscal policy on the basis of the existing problems in present policies and external experiences for reference.My conclusion is, if the agricultural problems before mainly display on the aspect of macroscopic economy such as grain output and agricultural industry, then the present problems in A.R.P has developed from a simple coordinate development of national economy to a socioeconomic problem centering on income distribution and fair treatment. So the periodic fluctuation of Chinese agriculture depends not mainly on market strength such as the relation between supply and demand, but mainly on bad hobby of policy deviation and government behavior. Fiscal policy deviation since the foundation of China is the origin of the problem in A.R.P, the end citizen status of the peasants is the origin of depression of agriculture and rural. Only changing idea, breaking isolation between city and rural, abolishing "two kinds of policies in a country" , abolishing the status discrimination of any pattern and providing the same citizen treatment to peasants, reforming unequal fiscal system, can the problems in A.R.P be solved radically. From long-term and overall situation, it is necessary to push forward the reform deeply that is not completed thoroughly to settle the problems in A.R.P radically.
