Research On The Reform On The Management System Of Reservoir Engineering In Hubei Province

Reservoir engineering is an important branch of water conservancy system, reform on its management system has been paid great attention from various sectors. Research on necessity and direction of the reform on management system of reservoir engineering will be of far reaching importance for implementing "Opinion on Implementation of Reform on Management System of Water Conservancy Engineering" issued by System Reform Office of the State Council and pushing a good circulation of management of reservoir engineering.Hubei is a province has numerous reservoirs. Reservoirs engineering constructed in the past years had performed great function in guaranteeing social and economic development of the whole province. Adopting combination of theory application and investigation, author of this paper analyze the drawbacks of existing reservoir engineering and its management mode in Hubei under the market economy condition. On the subject of benefit attenuation, insufficient management budget, low water price standard, and staff's low income, this paper probe the directions for reform on management system of reservoir engineering, and pointed out that to reasonably divide authority of management, scientifically classify management units for reservoir engineering, regulate paying limits of common finance, introduce the separation of management and maintenance of reservoir engineering, build efficient water charging system, and make out concrete operative reform measures and so on. The author hope that this paper could benefit the reform on management system of reservoir engineering in Hubei province even the whole country.
