Research On The Direction Of Rural Land System Reform In Hubei Province

Since the founding of the People's Republic of China in 1949,under the background of China's rural reform,Hubei province has actively explored the rural land system reform,some regular and systematic achievements have been made,which provides a model of Hubei Province for the continuous and in-depth reform of rural land system in China.Based on the systematic analysis of the evolution of rural land system reform in Hubei Province,this paper analyzes the basic logic of the evolution of reform,and explores the development orientation of rural land system reform in the next period,so as to provide more path options for the reform of rural land system in Hubei Province and even in China.The reform of rural land system in Hubei province has gone through four stages.The first stage is from the founding of the People' s Republic of China to the reform and opening up starting in 1978,the main task is to establish the collective ownership of land.The second stage is from 1979 to the middle and late 1980s,and the main task is to establish the household contract responsibility system.The third stage is from the 1990s to the beginning of this century,and the main task is to consolidate and improve the basic rural management system of collective land ownership and household contract management.Since the 18th National Congress of the Communist Party of China,the main task of the fourth stage is to comprehensively deepen the reform of the rural land system and preliminarily establish the main framework of the rural land system in China.The basic logic analysis of rural land system changes is the main basis for studying the development of rural land system reform.On the basis of previous studies,this paper makes a new theoretical breakthrough in combination with the reality of Hubei Province.The reform process of rural land system in Hubei province has four evolving logics.The historical logic is mainly about the land property right system reform;the theoretical logic is the Marxist land theory;the practical logic is a process to adapt to the development of productive forces by adjusting the production relations;and the economic logic is to give full play to the role of the market in an effort to maximize the value of rural land.Rural land system reform in Hubei in new era must follow the historical evolution logic and adhere to the right development direction.Basic management system should be upheld and improved by better defining land property right.Also we should go with the trend of land moderate scale management,set up different kinds of consortiums of interests,and create an ecosystem that is sound and rule-based.The ultimate goal is to establish a coupling constitutive relationship between urban and rural areas and promote the rural-urban integration.
