In our country, the energy efficiency in building is very low, to improve theefficiency of civil building energy consumption and advance the energy efficiency inbuilding are very significant. This dissertation studies how to proceed the work of theenergy efficiency in target management, standard management, economy policymanagement and government supervision management respectively, which providestheoretic basis to perfect the development programming management system.The target management which aims to the research of concrete request of on theeconomy and technology,put forward corresponding measure to make the targetmanagement come to life. In the end, the dissertation point out the necessary ability torealize the target management. Based on the supervising principle and currentsituation, the final chapter analyzes the question on management structure, methodand ability construction. Through DEA model, the dissertation supply theoreticalfoundation for government in method selection.
