Establish Energy Efficiency Management And Policy Implementation System In Henan Province

Climate change is a large common issue human beings face in 21st century. The scientific consensus is that greenhouse gas emissions are causing measurable climate change. CO2, produced from combustion of fossil fuels, is the most significant greenhouse gas in terms of its contribution to climate change. The International Energy Agency showed that energy efficiency improvement is the most effective measure with bottom cost for reducing greenhouse gas emissions against climate change. The evaluation of energy efficiency policies is important to identify areas of weakness in the policy design and implementation so that these can be strengthened. China, as the largest developing country in the word, not only scores brilliant achievements in its economy and society but also is the world’s largest energy consumer and greenhouse gas emissions country.Over the past few decades, Henan province not just registered steady and fast growth in its economy but to energy consumption increased dramatically, hence, the energy supply and demand will face tougher imbalance over the coming years in Henan province. During the 11th Five Year Plan period (FYP), the provincial government promulgated many policies and projects (such as ten key projects, the top-1000 program, the 3515 energy saving plan, differential electricity price and the small plant closure program) to achieved structural and technical energy saving. Through all the above efforts, it appears that most of the policies and projects are on track to meet or surpass the 11th FYP savings goals, the energy use per unit of GDP lowered by 20.12%compared with the 2005. Above policies and projects are mainly by structure adjustment and energy-saving technical, however, they don’t give enough attention to energy efficiency governance, energy efficiency information communication, and energy conservation service, consequently, Henan province has to confront the tougher challenge to fulfill targets.This dissertation introduces the global energy consumption and energy efficiency trend synoptically, it also provides a detailed assessment about fulfill the national goal of a 20%reduction in energy intensity by 2010 from China and all government divisions at Provincial levels. In order to tackle some barriers and find more opportunities to achieve mid and long term energy saving targets in Henan, the energy efficiency management and policy implementation systems was established. The implementation of domestic and external (such as US, Japan, Canada, EU, China et al) energy efficiency governance and energy efficiency policy implementation system was analyzed. Then, this section provides and probes into a detailed discussion for above regions typical energy efficiency policies and programs; whereafter, the efficiency management and policy experience can be concluded, these experiences will provide theoretical support when energy efficiency management and policy implementation systems were established in Henan.For a clearer recognizing energy efficiency management and implementation policy system’s role and main body function, this chapter gives an overall view of the Henan province energy efficiency management agencies level based on energy efficiency governance system, then, the scenario analysis approach was used to evaluate provincial-level energy-saving policies and programs that have been carried out during the 11th FYP. Overall, the conclude shows that the largest improvement for industrial energy efficiency was achieved in energy-intensive industry; we also find evidence that the energy saving effect, inter alia, energy-intensive industry could contribute approximately 27%to support Henan’s efforts to meet 20%reduction in energy use per unit of GDP by 2010. Finally, this chapter analyzed some obstacles energy efficiency management and policy implementation system in Henan province.Based on above Analyses, the Henan’s energy efficiency management and policy implementation system will be constructed; this system has mainly the following several parts (such as main body function, design principles, implementation scheme, expected results et al). This chapter provides a detailed analysis in different levels governance (such as government, industry and enterprise) and gives corresponding measures which improve energy efficiency management and policy implementation mechanism. Then, according to the Henan’s economy development trend and energy balance situation, some typical energy efficiency policy implementation mechanism was also put forward which can provide theoretical support for the energy efficiency management and policy implementation system implementation scheme in Henan province. At last, the implementation scheme and expected results of energy efficiency management and policy implementation system in Henan was promulgated.In order to guarantee this system to implement successfully, the last section provides simply analysis of some potential problems which encountered in the implementation process. Based on this understanding, some system (such as energy efficiency management and policy database system, energy efficiency management and policy web management system et al) can be built to avoid the above problems.
